Background & Job Description

The EIF requires human rights risk assessments for all projects under consideration. UN Women seeks consultants who can evaluate risks, design mitigation measures, and ensure compliance with the UN Human Rights Due Diligence Policy (HRDDP).

Roster members will be engaged for specific assignments as needs arise. While roster placement does not guarantee a contract, it provides access to short-term, high-impact consultancy opportunities.

Key Responsibilities

  • Conduct Human Rights Risk Assessments: Review UN and NGO human rights reports, assess risks—including gender discrimination and sexual harassment—and recommend mitigation strategies.

  • Provide Inputs for Barrier Assessments: Support research under the MOWIP (Measurement of Women in Peace Operations) methodology with non-confidential data.

  • Monitoring & Evaluation: Develop indicators and provide HRDDP-related inputs for EIF documents and templates.

Qualifications

Education & Certifications

  • Master’s degree in international relations, human rights, international law, political science, gender studies, or related field.

  • A bachelor’s degree plus 2 additional years of relevant experience may substitute.

Experience

  • At least 10 years of progressive experience in human rights, international law, or gender-related fields.

  • Proven experience with HRDDP implementation and risk assessments.

  • Skilled in human rights monitoring, report writing, and applying a gender lens in analysis.

  • Advantage: Prior work with security institutions or inter-agency collaboration.

Languages

  • English: Fluency required.

  • French or Spanish: Highly desirable.

Functional Competencies

  • Strong analytical and research capacity.

  • Experience drafting HRDDP-related frameworks.

  • Ability to work independently with sensitive/confidential information.

  • Remuneration: Assignment-based (no fixed salary; varies per task).
