The Policy and Best Practices Service (PBPS) is part of the Policy Evaluation and Training Division (DPET) of the Department of Peace Operations. It provides support to both DPO and DOS. The core function of PBPS is to help improve the efficiency and effectiveness of peacekeeping operations through the exchange of good practices between missions, the development of guidance material that reflects lessons learned, and thematic policy support in selected areas. The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. This position is located in the Child Protection Team within the Policy and Best Practices Service of the Division of Policy, Evaluation and Training in DPO. The Coordination Officer (Team Leader) reports to the Chief of the Service.

Within delegated authority, the Coordination Officer (Team Leader) will be responsible for the following duties: • Develops, implements and evaluates assigned programmes/projects in the area of Child Protection in peacekeeping; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Plans and facilitates workshops and develops action plans to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in law, political science, international relations or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in project or programme management, in particular in the field of promoting and protecting the rights of the child is required Experience working in a conflict or post-conflict setting is required. Experience in design, development and delivery of training on child protection is required. Experience working in or in support of an international peacekeeping operation is required. Experience in project management, donor relations and resource mobilization in the framework of/relation to international peacekeeping or child protection/human rights organizations is required.
