Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official. UNMAS Ukraine supports national and United Nations efforts to reduce the humanitarian, recovery and development impacts of explosive ordnance contamination. In support of the national mine action authorities and in coordination with relevant United Nations entities, government counterparts, implementing partners and donors, UNMAS Ukraine requires specialized programme/project management and operational mine action expertise to support programme planning, implementation readiness, technical coordination, partner oversight tools and operational analysis. The P4 Programme Officer reports to the Senior Mine Action Advisor (SMAA), UNMAS Ukraine.

Within delegated authority, the Programme Management Officer (Mine Action Operations) will be responsible for the following duties: • Under the guidance of the SMAA, develops, implements and evaluates the Mine Action programme strategy, resource mobilization strategy, Work Plan, and budget; monitors, evaluates and analyzes Mine Action programme/project development and implementation in alignment with strategic direction; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets data on the evolution of the Mine Action programme , monitors the Mine Action programme’s performance, including the implementing partner’s performance, in accordance with agreed performance indicators, identifies problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. Mine Action programme strategy, draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; leads the engagement with national authorities involved in Mine Action; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Support the development and refinement of operational plans, action trackers, implementation timelines, risk matrices and other practical tools to strengthen the delivery and monitoring of UNMAS Ukraine activities. • Acts as Office-In-Charge in the absence of the SMAA. Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of experience in project or programme management, administration or related area is required. A minimum of five years of experience in programme management in the area of mine action, security sector reform, stabilization or humanitarian in a conflict or post-conflict setting is required. Experience supporting mine action operations, including one or more of the following areas, is required: land release, non-technical survey, clearance, explosive ordnance risk education, victim assistance, quality management, information management, task prioritization, tasking, operational monitoring or capacity development. Experience supporting operational planning, coordination or implementation and preparing or reviewing operational plans, workplans, scopes of work, risk analyses, briefing notes, reports or related programme documents is desirable. Experience providing senior-level mine action operational and technical advice and supporting training, mentoring or capacity development for national authorities in complex conflict, post-conflict or humanitarian settings is desirable. Experience working with national mine action authorities, United Nations entities, international organizations, non-governmental organizations, implementing partners and/or donor counterparts is desirable.
