Based in Lima, the Project Manager will oversee strategy, stakeholder coordination, and implementation while ensuring alignment with key international frameworks.

๐ Background & Job Description
The RBCLAC project is a joint EU-ILO-OECD-OHCHR initiative to strengthen responsible business conduct by aligning corporate behavior with international human rights, labor, and sustainability standards. Now entering its second phase, the project will continue to support policy development, business engagement, and social dialogue in Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Mexico, Panama, and Peru.
The ILO Project Manager will act as the central coordinator for activities across these countriesโparticularly in Peru and Ecuadorโwhile reporting to the ILO Deputy Regional Director. This post combines project management, technical expertise, partnership development, and regional diplomacy, offering a rare platform to influence high-level development outcomes.
๐ Key Responsibilities
โ Project Management

Lead all operational aspects of the RBCLAC project, including workplan execution, staff oversight, and regional coordination.

Manage multi-country budgets in compliance with ILO financial rules.

Draft periodic progress reports and contribute to the EU Joint Steering Committee meetings.

Supervise country teams and contribute to recruitment and performance management.
๐ง Technical Leadership

Advise governments and social partners on RBC frameworks, including the ILO MNE Declaration, OECD Guidelines, and UN Guiding Principles.

Align regional efforts with other ILO-led programs such as Ver Crecer.
๐ Advocacy & Networking

Cultivate strategic relationships with governments, trade unions, employer organizations, civil society, and the UN system.

Promote gender equality and non-discrimination within all project components.

Lead advocacy campaigns, public engagement, and policy dialogue.
๐ต Resource Mobilization

Collaborate with ILOโs Partnerships and Field Support Department to secure funding for future initiatives.
๐ Knowledge Management

Coordinate creation and dissemination of knowledge products, including reports, training materials, and regional databases.

Organize regional workshops and forums to share lessons learned and good practices.

๐ Qualifications
๐ Education

Advanced university degree in economics, law, political science, international development, or business.

A bachelorโs degree with two additional years of experience may be accepted in lieu of an advanced degree.
๐ผ Experience
-
At least 7 years of relevant professional experience in international project management, corporate accountability, or multilateral partnerships.

Experience managing EU-funded programs and multi-country teams is highly desirable.

Expertise in corporate social responsibility (CSR), business and human rights, or ILO labor standards.

Fluency in English or Spanish and a working knowledge of the other is required.
