Organizational Context and Scope
IOM Haiti is implementing a project aimed at strengthening the capacity and leadership of civil society organizations (CSOs) in Haiti’s border regions to support the protection, reintegration, and social inclusion of forcibly returned migrants and vulnerable host communities. The initiative is being implemented in a context of increasing migration pressures, where forced returns have reached unprecedented levels. Between January 2025 and March 2026 alone, more than 322,000 Haitian nationals were returned to Haiti, with the vast majority arriving through key border crossing points such as Ouanaminthe, Belladère, Malpasse, and Anse-à-Pitres. At the same time, Haiti continues to face a complex humanitarian and security crisis, including large-scale internal displacement, widespread socio-economic vulnerabilities, and limited institutional capacity to respond to growing needs.
To address these challenges, IOM seeks to strengthen local civil society organizations as key actors in governance, protection, social cohesion, and sustainable reintegration. Through capacity building, mentoring, coordination support, and access to grant funding, participating CSOs will be better equipped to provide post-arrival assistance, facilitate referrals to protection and social services, promote socio-economic reintegration opportunities, and strengthen community resilience in areas affected by forced returns. The project will be implemented primarily in the border municipalities of Ouanaminthe, Belladère, and Anse-à-Pitres, while also supporting communities hosting significant numbers of returnees.
Under the overall supervision of the Chief of Mission, in close coordination with the Head of Programs and the direct supervision of the Transition and Reintegration Programme Manager in Port-au-Prince, Haiti and in close coordination with relevant units and the regional office in Panama and Headquarters (HQ), the Grants and Capacity Building Officer will be responsible for assessing the capacities of partner organizations, designing and delivering capacity strengthening interventions, providing mentoring and technical support, manage the programmatic implementing partnership agreements and related grants, contributing to the development of sustainable local systems and networks capable of responding effectively to migration, protection, reintegration, and community stabilization challenges.

For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
