The European Investment Fund (EIF) is seeking to recruit for its Risk Office Department (RO) – Transaction & Mandate Compliance Division at its headquarters in Luxembourg, a Compliance Officer*.
This is a full-time temporary position at grade 4.
Appointment will be made on the basis of fixed-term assignment until 30 November 2027

Purpose
Part of the EIB Group, the mission of the European Investment Fund (EIF) is to improve access to finance for SMEs and small mid-caps in Europe. We do this by supporting emerging and established fund managers with equity investments and by designing debt financing instruments that share the risk taken by financial institutions when they lend to or invest in small businesses. We bring this support closer to entrepreneurs through our extensive network of partners and financial intermediaries in all EU Member States and associated countries.
The Anti-Money Laundering - Financing of Terrorism and Sanction (ML&S) Unit is responsible for assessing and monitoring money laundering, terrorist financing and sanctions risks across EIF investment operations and mandates, as well as issuing compliance opinions to support transaction approvals. Additionally, it ensures alignment with applicable Anti-Money Laundering - Financing of Terrorism (AML/CFT) frameworks and oversees the effectiveness of controls applied by the first line of defence.
Operating network
The Compliance Officer reports to the Head of the Money Laundering - Financing of Terrorism and Sanction Unit, who in turn reports to the Head of Division – Transaction & Mandate Compliance.
The job requires close cooperation with colleagues in the EIF Investment Office, especially KYC Unit, Legal Services and other teams in EIF. Furthermore, the selected candidate will closely interact with other relevant services within the EIB Group to ensure consistent application of the EIBG related Policies and furthering Group alignment in the compliance area.

Responsibilities
In your role you will:
Support the implementation of the Three-Line Model (TLM) Target Operating Model (TOM) within ML&S Unit
Support the development, maintenance, and enhancement of AML/CFT policies and procedures and contribute to a robust AML/CFT framework.
Assess and monitor Money Laundering - Financing Terrorism (ML/FT) and Sanctions risk of EIF investment operations and mandates.
Prepare independent second-line assessments of ML/FT and Sanction risks for EIF investment operations and mandates.
Conduct the annual Compliance Risk Assessment (CRA) and Compliance Monitoring Plan (CMP) covering AML/CFT risks.
Provide guidance, training and oversight on AML-CFT matters to the first Line of Defence (1 LoD).
Manage escalated integrity alerts, ensuring timely analysis, escalation and reporting to senior management where required.
Report on money laundering and financing of terrorism matters to internal or external stakeholders.
Coordinate internal and external audits relating to AML/CFT and sanctions activities and follow up on resulting actions.
Handle compliance matters linked to EIF incorporated fund structures managed by external service providers.
Advise on the appropriate implementation and continuous improvement of the EIF Compliance operational procedures and processes, promoting innovation and efficiency gains where necessary.
Perform the annual BMP/BBP self-assessment.
Monitor and follow up on recommendations and actions issued by control functions and other oversight bodies.
Maintain up-to-date knowledge of AML/CFT, sanctions and integrity-related regulatory developments, industry practices and emerging risks.
Keep aware and up to date on latest AML-CFT regulations and related best market practices.
Qualifications
At least three years and no more than five of post-graduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility in areas related to AML/KYC or Sanctions, control functions, compliance, legal and/or regulatory audit, financial supervision and/or other areas related to Compliance fields of competence.
University degree in Law, Finance, Economics, Political Science, or a related field. Specialization in Compliance, Risk Management, or AML (Anti-Money Laundering) is an asset.
Strong knowledge of and experience with international and European Union standards such as the EU AML Directives;
Additional certifications such as CAMS (Certified Anti-Money Laundering Specialist), or ICA (International Compliance Association) qualifications are an asset.
Knowledge of standard computer tools and full proficiency in internet searches. Knowledge on integrity screening tools and/or OMEGA is a plus;
Excellent knowledge of English, both oral and written, with strong drafting skills. Knowledge of other EU languages would be considered an asset.

Counterparty AML/CFT Risk Assessment, Ability to assess and analyse counterparty data and documentation in order to perform AML/CFT risk assessments and categorization based on counterparty risk profile and red flags identified.
Risk Assessment, Mitigation and Management skills, For the specific area of activity, ability (i) to identify and assess (compliance, and non-financial) risks and propose adequate risk mitigators or make recommendations on acceptability of risk levels under EIF’s (or mandates’) risk appetite.
Sanctions regulations, Ability to monitor the compliance of existent and future transactions with the financial sanctions’ requirements at EIB Group level (EU, UN, US OFAC) to avoid or flag any potential risks to the EIB Group's reputation.
Risk Management Policies, Ability to develop, establish and maintain appropriate risk policies, processes and procedures.
Transaction Lifecycle, Knowledge of transactional matters across the investment lifecycle, including origination, structuring/execution, and monitoring. Understanding of the processes, requirements, and risks involved in executing and managing investment operations.
