These positions are located in Nairobi within the Disciplinary Section of the Disciplinary Accountability Service, Administrative Law Division (ALD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The Division is in charge of the implementation of the United Nations (UN) standards of conduct for all categories of personnel across the UN Secretariat. ALD provides strategic and legal advice on internal justice matters and represent the Secretary-General before the United Nations Dispute Tribunal. ALD handles disciplinary matters relating to Secretariat staff members, oversees and coordinates efforts and actions to prevent and respond to unsatisfactory conduct, and works to empower and support UN Secretariat managers in the exercise of their responsibilities to address conduct and discipline matters. The incumbents report to a Legal Officer and to the Chief of Section.

The Associate Legal Officers will be responsible for providing legal support in handling disciplinary cases referred to OHR for appropriate action and providing advice on human resources and administrative matters, in the context of formal proceedings before the Organization's internal justice system relating to appeals of disciplinary matters filed before the United Nations Dispute Tribunal. Duties will include: • Review and prepare recommendations related to the processing of disciplinary matters. • Assist in the preparation of submissions to the United Nations Dispute Tribunal, ensuring that they meet procedural requirements and identifying, where applicable, cases that are amenable to informal resolution. • Assist in representing the Secretary-General in oral proceedings before the Dispute Tribunal. • Assist in responding to inquiries and correspondence. • Draft, review and advise on legal documents and correspondence, contributing to the identification of issues and ensuring that they are consistent with the interpretation and application of administrative law. • Conduct legal research and provide detailed analysis of cases and jurisprudence. • Assist the Section in producing accurate, comprehensive documentation required under the disciplinary process and submissions. • Assist in maintaining the Section’s relevant databases and registers (electronic and online). • Perform other duties as assigned.

An advanced university degree (Master's degree or equivalent degree) in law or other related area is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

A minimum of two years of legal experience, including litigation at the national or international level is required. No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P). Experience in conducting workplace related investigations or handling disciplinary matters in an international organization is desirable.
