Amnesty International’s cutting-edge Amnesty Tech Programme is seeking a highly qualified and experienced Policy Consultant to develop a critical internal policy briefing. Consultancy Deliverables: Comprehensive Policy Briefing
The selected Policy Consultant will be responsible for delivering a comprehensive internal policy briefing that includes:
- Content Taxonomy: A detailed classification of various forms of AI-generated CSAM, such as nudifying applications and AI-generated images.
- Criminalization Debate Summary: A concise summary of the global debate surrounding the criminalization of “virtual children,” including historical context.
- Human Rights Concerns Analysis: An in-depth analysis of the primary human rights concerns arising from AI-generated CSAM, including potential risks of prohibition and broader societal harms.
- Legislative Review: A thorough review of relevant international treaties and legislative frameworks (e.g., OPSC, EU AI Act, CoE Convention on AI and Human Rights).
- Policy Recommendations: A clear set of recommendations on whether governments should prohibit or criminalize AI-generated CSAM.
- Non-Legislative Actions: Proposals for effective non-legislative actions governments can undertake.
- Private Actor Responsibilities: Analysis of responsibilities and required actions from private actors and tech companies.
- Safety & Industry Standards: Considerations related to safety-by-design principles and relevant industry standards.
- Fundamental Rights Risks: Discussion of human rights risks, including impacts on privacy and other fundamental rights.
The Consultant will work collaboratively with relevant Amnesty International stakeholders, incorporating their input throughout the project lifecycle.
Key Skills and Experience:
Essential:
- Strong knowledge of international human rights law, with a particular focus on children’s rights.
- Demonstrated experience addressing CSAM, online child exploitation and abuse, and relevant digital rights frameworks.
- Comprehensive understanding of generative AI, deepfakes, privacy concerns, and online safety technologies.
- Exceptional analytical and written communication skills, capable of producing high-level policy documents.

- Prior work experience on regulatory responses to emerging technologies.
- Familiarity with industry safety standards and accountability frameworks in the tech sector.
- Experience operating effectively within multi-stakeholder and inter-disciplinary environments.
