Consultancy: Develop Women’s Peace and Humanitarian Fund Strategic Plan (2026-2030) – UN Women (Home-Based)


Are you an experienced strategic planning expert with a passion for gender equality, peacebuilding, and humanitarian action? UN Women, through the Women’s Peace and Humanitarian Fund (WPHF), is seeking a Home-Based Consultant to develop its critical 2026-2030 Strategic Plan. This is a unique opportunity for a WPHF Strategic Plan Consultant.

This is a high-impact opportunity. You will, in fact, shape the future roadmap for WPHF, a multi-partner trust fund that champions women-led and women’s rights organizations worldwide. Since late 2016, WPHF has supported over 1,516 civil society organizations across 46 countries, mobilizing vital funding and capacity support for frontline women peacebuilders and humanitarians.

What You’ll Deliver as a WPHF Strategic Plan Consultant:

The objective of this consultancy is to strengthen WPHF’s next strategic plan, the 2026-2030 Strategic Note. This plan should be clear, impactful, actionable, and forward-looking. Furthermore, it must include a robust results framework and key supporting documents. You will report directly to the Head of Secretariat. Your deliverables include:

  • Inception Report: First, you will develop a detailed roadmap for the Strategic Plan. This roadmap outlines milestones, deliverables, and consultation/review phases. You will agree on these key points with WPHF management by the End of June 2025.
  • Stakeholder Consultations: Next, you will facilitate in-depth discussions with diverse stakeholders. For instance, these include the WPHF team, Board, National Steering Committees, donors, UN Women, other UN agencies, civil society, and WPHF partners. This ensures broad input into the Strategic Plan’s key components, aiming for completion by the End of July 2025.
  • Draft Strategic Plan: Subsequently, based on WPHF inputs, you will develop the theory of change, outputs, outcomes, results framework (with indicators and targets), priorities, cross-cutting areas, funding strategy, and risk management framework. This ensures alignment with global standards and best practices, with a draft due the First week of August 2025.
  • Final Strategic Plan & Slide Deck: Finally, you will submit a finalized Strategic Plan to the WPHF along with all required documentation by the End of August 2025.

Who We’re Looking For for This Strategic Plan Role:

Education and Certification:

  • You must have a Master’s degree or equivalent in social sciences, gender studies, public administration, international relations, international law, public policy, or a related discipline.
  • Alternatively, we may accept a first-level university degree combined with two additional years of relevant experience.

Experience:

  • You need at least 7 years of experience in gender mainstreaming within development programs/projects at national and international levels.
  • Previous experience developing Strategic Plans/Notes for UN institutions is essential.
  • Proven experience working in Women, Peace, and Security and Humanitarian Action (WPS-HA) areas with women’s civil society, grassroots organizations, women activists, UN agencies, and government counterparts is preferred.
  • Country and/or regional level experience is highly desirable.

Languages:

  • Fluency in English is required.
  • Knowledge of French or any other UN official language is a bonus.
